ATTENTION: To avoid an electric shock hazard, verify that the voltage on the bus capacitors has discharged completely before servicing. Measure the DC bus voltage at the power terminal block by measuring between the +DC and -DC terminals (see Figure 95 and Figure 14 for location) or between the +DC and -DC test point sockets, if equipped. Also measure between the +DC terminal or test point and the chassis, and between the -DC terminal or test point and the chassis. The voltage must be zero for all three measurements. Correction requires tightening the affected connections to the proper torque level of 46 in-lbs. The required tools for this procedure are a flat blade screwdriver and a calibrated torque wrench set to 46 in-lbs and using an M8 socket. 1. Disconnect the PowerFlex 753 or PowerFlex 755 Drive from all power sources, following appropriate LOTO procedures. 2. Open the PowerFlex 753 or PowerFlex 755 Drive by loosening the four screws located in each corner of the cover panel with a standard flat blade screwdriver. The DC flexible bus bar link connection is the left most connection as shown in the following images. PRODUCT NOTICE Page 5 of 7 expanding human possibility™ 4. Inspect the area around the DC Common Input Bus for signs of overheating, such as heat damage to the terminal block or bus bar insulation. If your PowerFlex 753 or PowerFlex 755 shows signs of overheating, return your drive for repair or replacement. In the example shown to the left, the left bus bar insulation is damaged and the terminal connection pads are discolored. If your product shows evidence of overheating such as shown here, return your drive for repair or replacement. If there is no evidence of overheating, continue to the next step to verify the torque. 5. Using a calibrated torque wrench set to 46 in-lbs and using an M8 socket, tighten the left DC flexible bus bar connection. Customers are advised to verify torque of all customer connections at this time. 6. When the torque of all connections has been verified, re-install the drive cover with the four cover screws. For future identification, customers are advised to place a small label with the text “PN 2019-09-001” on or near the nameplate as evidence that the correction action steps have been completed. Product that shows signs of overheating should be returned for repair or replacement. When used with redundant power supplies, the affected module may not detect and report the loss of a single supply. If the redundant supply is subsequently lost, the control system will lose all power and shut down without system notification. Internal to the potentially affected modules are blocking diodes that prevent power from one power supply affecting the detection circuitry for the other power supply. When a single supply becomes non-operational, the detection circuitry signals the system of the loss resulting in an LED indication on the module’s faceplate and the generation of a fault alarm. The system will continue to operate on the remaining supply. On a small percentage of modules, the blocking diodes may allow power from the remaining operational power supply to affect the detection circuitry for the non-operational power supply. This will prevent detection circuitry for the non-operational supply from signaling a loss supply condition to the system. PRODUCT NOTICE Page 5 of 18 expanding human possibility™ – Temporary Workarounds – No temporary workaround has been identified. Customers are advised to check for this condition and, if determined the module or card is affected, take appropriate corrective actions as described in the Correction section of this document. – Correction – ATTENTION: Only persons skilled in the maintenance of industrial control and electrical equipment should attempt to perform the following test and remediation actions. Failure to follow industry standard safety procedures, including Lock-Out / Tag-Out (LOTO) and use of appropriate levels of personal protective equipment (PPE), may result in harm to personnel or loss of equipment. Make sure you read and understand all warnings as provided in the product installation and service documentation. Important – Prior to requesting module repair or replacement, customers must perform a power loss test to determine if the module or card is affected by this anomaly. Test procedures specific to module type are included in Appendix B of this notification. If testing determines your module is not affected, no action is required. Customers requesting repair should submit a request for a Return Material Authorization (RMA) by sending an email to returns@ra.rockwell.com with subject line “PN 2019-07-002 RMA Request”. PRODUCT NOTICE Page 3 of 5 expanding human possibility™ – Description – Future Global Positioning System (GPS) events may affect the time keeping capabilities of the 1756HP-TIME and 1756-TIME ControlLogix® GPS Time Synchronization modules. The GPS uses fixed size counters to manage various aspects of time keeping. When a counter rolls over (maximum value to zero) time keeping devices dependent on that counter may need to be updated to compensate. A recent rollover event occurred 0n April 6, 2019. The GPS time standard rolled over the week counter to zero. In the GPS, weeks are calculated using a 10-bit counter, giving a maximum of 1024 weeks prior to rolling over to week 0. This correlates to approximately 19.7 years. When the rollover occurred, GPS devices that used this information to calculate time erroneously calculated the week as 0, or 19.7 years in the past. The next week rollover event for devices using this 10-bit counter is expected to occur on September 27, 2036. As reported by the US Naval Observatory (USNO), “there is an ongoing multi-billion-dollar program of upgrades to improve the overall performance of the Global Position System. Included within this program is a move towards a 13-bit date field to represent the week number. Thirteen binary bits represents around 157 years per epoch. Newer GPS receivers will not be affected by the current end-of-epoch situation”. Additional information concerning the recent 10-bit week counter rollover event may be found at the Department of Homeland Security and the US Naval Observatory. Additional future events may have a similar effect on the 1756-TIME module. Rockwell Automation has created Knowledgebase Article ID 1082057 to address this and future events that may affect the 1756-TIME module. – Temporary Workarounds – No workaround has been identified for older 1756HP-TIME and 1756-TIME Series A modules. Rockwell Automation encourages customers with older modules to migrate to the current 1756-TIME Series B modules. – Correction – Rockwell Automation will update Knowledgebase Article ID 1082057 when upcoming rollover events result in firmware revisions. CompactLogix 5370 Programmable Automation Controllers Denial of Service Vulnerabilities Posted on April 30, 2019 by Brandy McNeil CompactLogix 5370 Programmable Automation Controllers Denial of Service Vulnerabilities 1 CompactLogix 5370 Programmable Automation Controllers Denial of Service Vulnerabilities Version 1.0 – April 30, 2019 Rockwell Automation received two reports about potential vulnerabilities affecting versions of CompactLogix™ 5370 Programmable Automation Controllers. A successful exploitation of one of these potential vulnerabilities could result in a Denial of Service (“DoS”) condition to the web portal of the affected device. A successful exploitation of the second vulnerability could potentially result in a DoS to the controller where it enters a major non-recoverable fault (“MNRF”). A MNRF is considered a safe state. Further details about MNRFs can be found in the vulnerability details section. Customers using the affected products are strongly encouraged to evaluate the mitigations provided below and apply the appropriate mitigations to their deployed products. Additional details relating to the discovered vulnerability, including affected products and recommended security guidelines, are provided herein. At the time of this writing, the Rockwell Automation® Product Security Incident Response Team (“PSIRT”) is unaware of any active exploitation of these potential vulnerabilities. AFFECTED PRODUCTS CompactLogix 5370 L1 controllers, versions 20 to 30.014 and earlier CompactLogix 5370 L2 controllers, versions 20 to 30.014 and earlier CompactLogix 5370 L3 controllers, versions 20 to 30.014 and earlier Compact GuardLogix® 5370 controllers, versions 20 to 30.014 and earlier Armor™ Compact GuardLogix 5370 controllers, versions 20 to 30.014 and earlier VULNERABILITY DETAILS About Major Non-Recoverable Faults (“MNRFs”) If a MNRF occurs in a CompactLogix controller, all I/O modules will transition to their configured fault state (for example Hold Last State). Memory will be marked as invalid and cleared. It is important to note that the memory clear is controlled and intentional, as the controller has determined internally that something is wrong and cannot guarantee continued safe controller execution. As a result, the controller goes into a Major Non-Recoverable Faulted state, which is considered safe. Recovery requires that you download the application program again. 2 Vulnerability #1: Email Object Stack Overflow Denial of Service Rockwell Automation received a report describing a vulnerability where a remote, unauthenticated threat actor could send crafted SMTP configuration packets to port 44818 potentially causing a Denial of Service condition, where the controller enters a major non-recoverable faulted state (“MNRF”). CVE-2019-10954 has been assigned to this vulnerability. Rockwell Automation evaluated the vulnerability using the Common Vulnerability Scoring System (“CVSS”) v3.0. A CVSS v3 base score of 8.6/10 has been assigned. For a better understanding of how this score was generated, please follow this link with the CVSS v3 vector string: CVSS:3.0/AV:N/AC:L/PR:N/UI:N/S:C/C:N/I:N/A:H Vulnerability #2: Web Portal Denial of Service Younes Dragoni of Nozomi Networks discovered a Denial of Service vulnerability in the web server of CompactLogix 5370 PLCs. By sending specific requests to the web server, a remote, unauthenticated threat actor could potentially force the web server to become unreachable, potentially preventing the user from gaining web access to view live controller data. A reset of the device is required to recover the web server. The control functions of the product are not affected by this vulnerability. CVE-2019-10952 has been assigned to this vulnerability.
